UPDATE – The Roadmap to the next Regional Scout Plan

The European Scout Region of the World Organization of the Scout Movement (WOSM) is pleased to share with you the Roadmap to the Next Regional Scout Plan.

As agreed at the 16th European Guide and Scout Conference in Split, Croatia during summer 2019, the 24th European Scout Conference and the 17th European Guide and Scout Conference will take place in Rotterdam, the Netherlands, from 21 to 27 July 2022.

Although it may seem that this is a long time ahead from now, the European Scout Region has already started to prepare the journey towards the next Regional Scout Plan (the RSP) and would like to present the process that will be followed in order to provide timely information on events and ensure the involvement and engagement of NSOs/NSAs across the Region.

Overview of the Process
The diagram below demonstrates the planned process and timelines. 

Process for the RSP 2022-2025
The Region aims to ensure that the development of our shared plan is transparent, participative and inclusive. In order to fully explain the RSP process, a Virtual Campfire will be held on 6 May 2021 in order to prepare and inform International Commissioners (ICs) of the steps that will be taken until the European Scout Conference in 2022. Register for the Virtual Campfire here.

The process can be divided into three different phases: Data Gathering, Drafting of the RSP and Release of the RSP. Throughout these stages, there will be several opportunities for consultation with NSOs/NSAs to provide views and concerns and give feedback and ideas on the developing RSP document.

Phase 1: Data Gathering
The data gathering phase, which will take place over the next few months, involves collecting existing data and information, and engaging relevant stakeholders including NSO/NSAs to provide their inputs. The WOSM Global Triennial Plan (currently under development) will be taken into account to ensure alignment where appropriate and necessary.

ICs will be the key contact so that the perspective and views of associations could be shared. However, ICs may decide to designate someone else for the entire process. If ICs are not the representative carrying out the surveys or attending the focus groups, it is important that the person designated is delegated to speak on behalf of the NSO/NSA. Recognising the amount of work necessary ahead of the World Scout Conference, any active consultation (apart from the initial survey) will be postponed until after the WSC.

In order to reflect the voice of young people, it is necessary to identify an event or format where young people could be consulted. The methodology for this will be sent to NSO/NSAs once the path to the RSP has started and the format identified.

Phase 2: Drafting
NSOs/NSAs will be consulted periodically as the drafting phase progresses. The initial survey and interviews, along with the data gathered, will help prioritise the core elements and opportunities in order to facilitate the alignment between World level and the Region. In addition, some of the regional events that will be held between the last term of 2021 and first term of 2022 will serve as another possibility for consultation.

The RSP will be created and released in stages, which means that new elements will be incorporated into each of the drafts. This system will enable NSOs/NSAs to visualise progress between stages and offer multiple opportunities for involvement. The stages and key dates are illustrated below:

Draft v2 will constitute the base of the European Scout Committee’s Draft Resolution on the Regional Scout Plan.

Phase 3: Release Plan
As mentioned before, the RSP will be sent to NSOs/NSAs on 15 May 2022, two months before the 24th European Scout Conference. After this, a virtual campfire will take place in June 2022, about a month before the European Scout Conference.

It may seem as if there is a lot of time until the European Scout Conference but bringing forward the whole process at this early stage, will allow NSO/NSAs to know what to expect, when and how members will be engaged. Great participation throughout the Region will ensure that the RSP reflects the diversity of our members.
