The European Scout Committee is very sorry, but the initial Regional Circular 16 2019 distributed electronically on 18 March 2019 had a couple of mistakes that might lead to confusion. It is not reflecting completely the discussion and decisions taken by the European Scout Committee at its recent meeting in Split. The content of the proposed draft resolution is correct, but the title and context given in the circular are not correct.
As you can see from the content of the resolution, the intention of this resolution is to be debated after the constitutional amendments about the change of the conference cycle. The resolution will recognise the discussion and the outcome of that debate.
Even if it is correct that the resolution is technically independent of the result of the voting of the constitutional proposals at the Extraordinary meeting of the European Scout Conference, the intention of the Committee is to build upon the outcome of the proposed alignment; it is not, however, offering an alternative or further option for alignment with the WOSM Strategy.
With this resolution, the Committee wants to propose the next step forward on the way to the European Conferences this summer particularly for an improved joint regional work with WAGGGS that has been requested by NSOs at the IC Forum and titled it “A Way Forward”.
