18 EGSC: Joint Work updates, Safe from Harm requirements and training and call for Agenda items

Dear Friends in Scouting and Guiding in Europe,

We are pleased to share with you the second Joint Communication as we prepare for the 18th European Guide and Scout Conference! This edition brings important updates and invitations for engagement as we move forward together on the road to the Conference.

Joint Work Updates

We are excited to announce the publication of:

  • A first look at preparations and insights on the European Guide and Scout Conference 2025.
  • A Joint Report on the Resolution (24ESC-04) / Motion (M_EGC_07) entitled: Facilitating International Exchange in Scouting and Guiding (Azimuth).
  • The Joint Action Plan Report for 2022–2025, as well as the Proposal for 2025–2028

Code of Conduct and Safe from Harm Requirements

Ensuring the safety and well-being of all participants remains our top priority. The Safeguarding framework supports a welcoming, inclusive, and respectful environment.

To participate in the Conference, all attendees must:

  1. Adhere to the updated Code of Conduct during the event and all related activities.
  2. Complete the mandatory Safe from Harm e-learning course specific to the 18th European Guide and Scout Conference, 25th European Scout Conference and 18th European Regional Conference by 30 June 2025. Please note:
    • World Scouting NSOs/NSAs (including SAGNOS) are required to complete the entire learning path (Modules 1, 2 and 3). If you have already completed at least one of the three modules in this Safe from Harm course for a previous event, your prior learning will be automatically registered, and these modules will not appear for you. 
    • WAGGGS only Member Organisations (MOs) are required to complete only Module 3.

✅ Please ensure every member of your delegation has completed the appropriate course in advance of the event. 

❌ Anyone who does not complete the course will be denied access to the Conference until satisfactory completion of the course is presented. 

Listening Ears training and upskilling 

👉 Don’t miss the opportunity to promote participation in the Listening Ear Training – now open to all delegations!

📅 Monday 9 June, 19:00–20:30 CEST / 18:00–19:30 BST

This session will introduce the Listening Ears approach and prepare delegations to offer this support within their teams. It will cover key principles, internal delegation support, and how to escalate concerns to the Conference Team.

Please register by Monday,2 June. Your Head of Delegation will be required to endorse your participation by Thursday, 6 June. 

All endorsed participants will be sent the webinar link in advance of the training.

Contribute to the Conference Agenda!

We warmly invite all Member Organisations to propose contributions to the Conference programme! You may suggest:

  • Exhibition spaces
  • Shared breakout sessions
  • Networking activities

While we cannot guarantee inclusion for all proposals, we will do our best to create a diverse and engaging programme. The first version of the agendas for the 18th European Guide and Scout Conference, 25th European Scout Conference and 18th European Regional Conference are available on the Conferences’ website.
